At an extraordinary Monetary Policy Committee meeting on August 12, the Bank of Mongolia raised the policy rate by 0.5 percentage points to 12.5% and banks’ tugrik reserve requirement by 0.5 points to 14.5%. It said the measures would anchor inflation expectations and limit second-round effects from supply-driven price increases; annual inflation was 13% in July. Economists expect higher borrowing costs to restrain household lending, large purchases, business investment and hiring over time.

2. Government Submits 2026 Budget Revision Proposing MNT 1.4 Trillion in Savings
Prime Minister Uchral submitted a 2026 budget revision and related National Wealth Fund, social-insurance, health-insurance and fiscal-stability bills to Parliament on August 20. The proposal identifies MNT 1.4 trillion in savings: MNT 433.4 billion in current spending, MNT 758 billion from municipal bonds and MNT 249.5 billion in capital spending. 3. Fuel Importers Raise AI-92 Petrol Price to MNT 3,040 Per Liter
Fuel importers increased the retail AI-92 petrol price by MNT 200 to MNT 3,040 per liter on August 14, without a prior price-council meeting, while temporary licence-plate and MNT 50,000 purchase limits ended from August 16. The Ministry of Industry and Mineral Resources said Russia agreed to provide an additional 25,000 tonnes of AI-92 and 5,000 tonnes of aviation fuel during August. 4. Mongolia Records USD 5 Billion Trade Surplus in First Seven Months of 2026
National Statistics Office data showed exports of USD 12.2 billion and imports of USD 7.2 billion in the first seven months of 2026, producing a USD 5 billion merchandise-trade surplus. Higher copper ore and concentrate exports, up USD 2.6 billion, and coal exports, up USD 1.7 billion, drove the result, while China accounted for 74.3% of turnover. Accounts conflict on total turnover, reporting either USD 19.4 billion or USD 12.4 billion despite the same export and import figures. Higher diesel and gasoline imports partly offset export growth.

5. Government Orders Altanshiree Refinery Project Converted Into Industrial Park
The government instructed Minister of Industry and Mineral Resources G. Damdinyam and other officials to convert the oil refinery under construction in Altanshiree soum, Dornogovi province, into an industrial and technology park, and decided to place the refinery site, water-supply facilities and oil-pipeline complex under Internal Troops protection. Industrial-park status would make the project eligible for land-fee, property-tax, specified import-tax and foreign-worker-fee relief. Further assessments and permits remain outstanding.

6. Bagakhangai-Khushig Valley-Emeelt Railway Is Scheduled to Open in September 2026
The 127.1-kilometre railway is intended to shift fuel, petroleum products and 34 types of explosive-risk cargo out of central Ulaanbaatar. First-phase main construction is complete, but second-phase work and a 476-metre Tuul River bridge remain under way. The government also plans to relocate about 100 private terminals from the city, starting with 14, offering free land in Khushig Valley. The project is expected to create 976 permanent jobs.

7. Construction Begins on Khovd Coal Road Scheduled to Open in September 2028
Construction has begun on the MNT 247 billion, 95-kilometre paved road linking the Khoshoot mine, Bulgan border crossing and Baitag Bogd in Khovd province. GTSE LLC and China’s Chen Yun Haina LLC will finance and build the coal-transport route, which is scheduled to enter service in September 2028. It is designed to add capacity for 10 million tonnes of annual coal exports, although that increase has not occurred. Developers will operate the route for 30 years after completion.

8. Tripartite Committee Raises Minimum Wage to MNT 1 Million From January 2027

9. Mongolia Green Finance Corporation Opens With USD 49.654 Million Package
The Mongolia Green Finance Corporation formally opened at COP17 as a national mechanism to channel long-term finance through banks and non-bank lenders, rather than lend directly to households or businesses. 10. Thermal Power Plant V Begins Boiler-Foundation Work
Thermal Power Plant V construction has moved into boiler-foundation work, including reinforcing, formwork and concrete pouring for boilers one and two, while the tower-crane foundation is also under construction.
