Government Submits 2026 Budget Revision Cutting 1.4 Trillion Tugriks

Prime Minister Uchral submitted bills to revise the 2026 state budget and related National Wealth Fund, social-insurance, health-insurance and fiscal-stability laws to Parliament on August 20. The proposal cuts 1.4 trillion tugriks in discretionary spending, including travel, training, publicity, furniture, vehicles, consulting, events and surplus fuel. It identifies 433.4 billion tugriks in current spending, 758 billion from municipal bonds and 249.5 billion in capital spending. Russian Fuel Deliveries Bring 32 Railcars of AI-92 Gasoline

At 6:35 a.m. on August 20, 63 fuel tank cars arrived in Mongolia, including 32 railcars of AI-92 gasoline from Russia, according to the Fuel Emergency Headquarters. Of the AI-92 shipment, 27 cars were unloaded at Tolgoit station and allocated to Petrostar, Shunkhlai, NIC, M-Oil, NP Petro and Wellcom; five went to Darkhan. Ministry Apologizes to China Over Incident at Oil Exploration Site

Dashpurev met Chinese Embassy Charge d’Affaires Cao Li and trade counsellor Liu Jinzi after an incident at the Kherlen Tohoi XXVIII petroleum exploration block in Sukhbaatar Province. Horseback individuals tried to stop Mongolia Foison Energy’s operations and video showed belongings of two Chinese women workers being thrown on the ground. Cao expressed concern and asked Mongolia to protect the lawful rights, safety and property of Chinese businesses and workers, while Dashpurev apologized and said authorities had been asked to investigate. The ministry said it will work with exploration companies on a public-information campaign. Mongolia Foison Energy is registered in Mongolia with foreign investment; its investor is Hong Kong-registered Foison Energy Holdings Limited. In 2024, the company signed a production-sharing agreement and planned $50 million investment over eight years.

Ulaanbaatar to present master-plan concept in autumn, disclose planning

Ulaanbaatar Mayor B. Purevdavaa said the city will present the concept for its master plan this autumn and make information on proposed redevelopment and other urban planning available to residents. Police Detain Two Foreign Nationals After Fatal Suspected Hit-and-Run

Traffic police are investigating the death of a 76-year-old woman who was struck while crossing at a pedestrian crossing in Ulaanbaatar’s Bayangol District. Emergency services began offering round-the-clock sign-language interpretation for people with hearing and speech disabilities on August 14, according to the National Police Agency. Consulate warns against taking gazelle products into China

Mongolia’s Consulate General in Erenhot has warned travelers not to take Mongolian gazelle parts or other wildlife products across the Chinese border. Since 2025, more than 10 Mongolian citizens have reportedly received prison sentences of four to 10 years in China for illegally carrying gazelle anklebones, meat, hides, horns, hooves, bones, organs, carcasses, or other wildlife-derived items. China classifies the Mongolian gazelle as a nationally protected Class I wild animal, meaning its parts are treated as protected-wildlife products rather than ordinary personal goods. The consulate said that an item permitted to possess or carry in Mongolia may still be subject to Chinese law once it crosses the border. It also advised travelers not to carry bags, boxes, or parcels from others without checking their contents.

Neglect was the largest category of child-rights and protection calls recorded by the 108 Child Emergency Assistance and Protection Center in 2025. Of 12,742 calls that year, 3,710 concerned neglect, compared with 3,255 reports of physical violence and 2,730 of emotional violence. During the first eight months of 2026, the center received 2,212 neglect-related calls, as well as 1,962 reports of physical violence and 1,897 of emotional violence. It can include not seeking medical care when a child is ill, failing to monitor where or with whom a child is, and overlooking emotional changes or problems. Flood Warning Issued as Four Rivers Exceed Flood Stage

Rivers in several provinces exceeded flood-stage levels on August 20 after water rose by 10-20 centimeters in a day in parts of the Khentii and Khangai mountain watersheds. The Green Zone of the 17th Conference of the Parties to the UN Convention to Combat Desertification, COP17, will host more than 300 parallel events through August 28. Solar Heating Systems Delivered to 48 Chingeltei Households

UNDP, China’s International Development Cooperation Agency (CIDCA) and Chingeltei District have delivered solar-based heating systems to the first 48 households in the project’s second phase. Government Backs Data Law and Plans Data Center Investment

The government has endorsed a draft Data Law and decided to submit it to parliament. The proposal seeks to govern the exchange, integration, improvement and reuse of data among institutions and sectoral information systems, as well as putting data into economic circulation and attracting infrastructure investment. The report says the package of digital-development laws passed in 2021 did not fully cover those areas. Prime Minister N. Uchral said Mongolia could attract investment in data centers because it has renewable-energy potential, extensive land, long cool seasons and abundant wind resources, although he stressed that data centers require energy. Separately, the report said the global big-data market was valued at USD 327.26 billion in 2023 and was projected to grow by an average 14.9 percent annually from 2024 to 2030.

Nearly 94,000 Kindergarten Applications Filed Through E-Mongolia

Applications for Ulaanbaatar kindergarten places for the 2026-2027 school year have been submitted through E-Mongolia since registration opened on August 10. The first supplied report puts the total at 93,967, while the city education office reported 94,160. The office’s total included 19,569 applications for two-year-olds, 23,647 for three-year-olds, 24,480 for four-year-olds and 26,464 for five-year-olds. Bayanzurkh District recorded 22,931 applications, followed by Khan-Uul with 19,206 and Bayangol with 12,023. Applications close at 11:59 p.m. on August 23, and placements will be decided under updated kindergarten catchment areas. Nationwide, 258,921 children are expected to need preschool places, including 126,827 in Ulaanbaatar.

Institutions must inspect classrooms, dormitories, kitchens, sanitation facilities, sports halls, and indoor and outdoor areas, then promptly correct identified risks. The agency also ordered checks of paint, building materials, odors, ventilation, and potential health effects in renovated buildings; facilities that do not meet requirements must not admit children. Schools and kindergartens must review road safety, drop-off and pickup points, entrances, exits, pedestrian access, staffing, class sizes, textbooks, furniture, and other supplies. Teen suicide-prevention project to support 33 schools

The Gerelt Ergelt, or Bright Turn, project will run from August 2026 to June 1, 2027 to strengthen adolescent mental-health and suicide-prevention support in 33 schools across Ulaanbaatar districts and provincial areas. Initiated by the New Beginning Center for Psychology and Human Development with Australian Government support, the project will train school psychologists to identify risks early, provide counseling, and refer students to professional services when needed. It plans to reach 6,600 adolescents and 3,300 parents or guardians through training, information, and awareness activities. The report cites National Center for Health Development data showing that people aged 15-19 accounted for 23.4 percent of suicide deaths in 2023, while those aged 20-24 accounted for 27.4 percent.
