1. AI-92 petrol prices rose to MNT 3,600 per liter as Russian import costs increased
Regular AI-92 retail prices rose by MNT 500-560 per liter to MNT 3,600 at some stations after Russia’s October supply price increased by USD 190 per tonne to USD 1,063 per tonne. Mongolia contracted 78,000 tonnes of AI-92 and AI-95 for October but had 14 days of AI-92 reserves. Officials warned Russian deliveries could decline in November and December as the government negotiated additional supplies and ordered a review of price increases.

3. The Bank of Mongolia proposed 2027 reforms to restore monetary-policy independence
The draft guidelines would cover the central bank’s MNT 4.8 trillion capital shortfall gradually with special government securities, move budget-type financing outside the bank, and coordinate fiscal spending with inflation targets. The proposal follows inflation of 12.9% in September despite 7.7% first-half growth and USD 8.9 billion in reserves by end-September. The IMF warned that planned tax cuts, expanded social spending and higher public-sector pay could add pressure, and urged limits on further non-mining tax reductions.

6. Mongolian Railway opened the Bagakhangai-Khushig Valley-Emeelt freight bypass
Mongolian Railway put the MNT 1.9 trillion, 127.1-kilometer Bagakhangai-Khushig Valley-Emeelt line into operation, creating a freight route around central Ulaanbaatar. The Development Bank of Mongolia provided USD 100 million, and the line has four stations and three passing loops. Sources project 3.5 million tonnes of cargo next year, while later annual capacity is reported as either 20 million tonnes or 20-25 million tonnes. The route is intended to move 34 categories of hazardous cargo from the city center and reduce heavy-vehicle traffic.

7. Mongolia scheduled tax-law changes for January 1, 2027
Tax-law changes scheduled for January 1, 2027 would fully exempt first owner-occupied home sales from property-sale tax, fully discount personal income tax for people earning below the minimum wage, and raise the VAT registration threshold from MNT 50 million to MNT 400 million in annual revenue. The reported account-relief measure is disputed: one brief says 30% of incoming funds must remain available, while another says 20%. Reports also conflict on the 1% self-employed tax ceiling, citing annual sales below MNT 1 billion or a rise from MNT 1.5 billion to MNT 2.5 billion.
