Officials reported that 51,000 tonnes of AI-92 gasoline had arrived against August orders variously reported as 74,780 and 75,000 tonnes, leaving roughly nine days of normal reserves; more deliveries were expected to restore the 30-day target. Shortages continued in some areas, including remote soums that had gone more than 20 days without deliveries after Russian shipments declined. Alternative Euro 5 supplies cost more than regular Russian fuel.

2. Energy Minister Warns Mongolia May Face Winter Power and Heat Shortfalls
Energy Minister B. Naidalaa said Mongolia faces a risk of electricity and heat capacity shortages this winter because demand is increasing by about 10 percent annually while generation has not kept pace. The system has no reserve capacity and plants are using all available boilers, meaning a fault at one unit could require electricity restrictions. The ministry is maintaining existing plants, arranging temporary electricity imports from China and commissioning a 70-megawatt plant in Selenge Province, but Naidalaa did not rule out supply restrictions.

3. Mongolia’s Annual Inflation Reached 13% in July
Annual inflation reached 13 percent in July, up from 6.5 percent in February, as meat and meat products added 4.9 percentage points and higher diesel, AI-95 and AI-92 prices added 1.2 points. Meat prices were more than 52 percent higher year on year and AI-92 was 17.4 percent higher; 199 of more than 430 consumer-basket items exceeded the Bank of Mongolia’s 8 percent target. The government plans MNT 1.4 trillion in savings and reallocations, but the Economic Council says the proposal would expand overall spending.

4. Mongolia’s Foreign Exchange Reserves Reached USD 7.7 Billion in June
Foreign exchange reserves reached USD 7.7 billion at the end of June 2026, up from USD 7.0 billion at the end of 2025 and equal to 4.8 months of imports. A USD 566.6 million first-half balance-of-payments surplus included a USD 179 million current-account surplus and a USD 4.5 billion merchandise trade surplus. The financial account recorded a USD 613 million net inflow after Oyu Tolgoi made USD 2 billion in foreign-debt repayments, reducing external debt by the same amount. Copper-concentrate revenue exceeded coal-export revenue.

5. Mongolia’s Economic Freedom Law Takes Effect on August 31
Mongolia’s Economic Freedom Law, adopted by Parliament on July 3, formally takes effect on August 31 after publication in the State Information Bulletin. The reform amends about 100 laws, including investment and permitting rules. Under the revised Permits and Notifications Law, businesses may begin certain activities by filing a notification where no legal restriction applies, replacing procedures that had taken up to 120 days. Authorities also removed tax- and social-insurance-debt clearance requirements for 15 permit types, reducing administrative barriers for businesses and investors.

6. Government Approves New Mineral-Products Exchange Rules
The government approved mineral-products exchange measures that will return 90% of a buyer’s deposit once a contract is signed and release the remaining 10% after contractual obligations are assessed. It said it will no longer make offtake agreements and will sell coal through open, competitive auctions; compliant products may also be bundled and index-priced forward contracts may run for up to five years. The changes target constrained cash flow and limited trading options.

7. SAT-1 Foot-and-Mouth Disease Quarantine Began in Three Eastern Soums
Veterinary authorities imposed quarantine from August 26 in Dashbalbar and Chuluunkhoroot soums of Dornod Province and Sukhbaatar soum of Sukhbaatar Province after laboratory confirmation of SAT-1 foot-and-mouth disease. In Dornod, 595 cattle from 17 households and more than 1,100 cattle at the Magic Angus farm were affected. Authorities deployed 74 personnel, began vaccination with reserve doses, sent 190,000 additional doses and moved to procure six million doses covering SAT-1, O and A strains.

8. Development Bank of Mongolia Provided USD 100 Million for Rail Bypass
The Development Bank of Mongolia provided USD 100 million for state-owned Mongolian Railway’s 127.1-kilometer Bagakhangai-Khushig Valley-Emeelt railway, which began construction in April 2025. Reports differ on completed main construction of the Bagakhangai-Khushig Valley section, giving 87.2 or 87.8 kilometers. The line is intended to shift freight, including fuel, petroleum products, explosives, toxic chemicals and power-plant coal, from Ulaanbaatar roads to rail and away from populated areas.

9. Regional Agribusiness Fund Opened With USD 117.6 Million in Financing
The Green and Inclusive Regional Agribusiness Fund, managed by Development Bank of Mongolia subsidiary DBM Asset Management LLC, officially opened on August 24 with USD 117.6 million in financing. It mobilized USD 92.6 million in long-term funding from international organizations and the state, plus USD 25 million from commercial banks. The fund will finance agricultural individuals, small and medium-sized producers and businesses through part of the Aimags and Soums Green Regional Development Investment Program.

10. COP17 Participants Agree to Mobilise USD 1.29 Billion for Land Projects
At UNCCD COP17 in Ulaanbaatar, representatives of more than 170 countries, private-sector participants and international organisations agreed to mobilise USD 1.29 billion for more than 60 land, pasture and drought projects in 23 countries across five continents. The August 17–28 conference formally launched Mongolia’s proposed Rangelands Flagship Initiative to increase investment in rangelands. Separately, the Asian Development Bank and partners announced FIELD, which aims to raise up to USD 2 billion for Asia-Pacific action against land degradation and desertification.
