Tobacco-control amendments await final approval as vaping use rises
Published: 2026-10-11
Parliament held the final discussion of amendments to the Tobacco Control Law on July 2, but Speaker S. Byambatsogt deferred final adoption to the autumn session. The bill has not yet returned to Parliament’s agenda. The proposed changes would update a framework that has seen no major policy revision since 2012, when e-cigarettes and heated-tobacco products were not covered by regulation. During the final discussion, lawmakers backed MP O. Shijir’s proposal to remove mint flavoring from all tobacco products. Health data cited in the reports place tobacco-related deaths at about 4,300 annually, or 17 percent of all deaths, while estimated economic losses exceed MNT 800 billion. Cigarette use among students has reached 20 percent, and e-cigarette use is reported at 24.8 percent.
