Parliament’s Budget Revision Delay Puts Teacher Pay Funding at Risk
Published: 2026-09-28
Parliament has not completed its review of the 2026 budget revision, which the government submitted under an urgent procedure to secure additional funding for teacher salaries. The revision includes more than MNT 680 billion to cover a funding shortfall for salaries of over 50,000 teachers and staff in preschool and general education. Reports say the existing allocation was exhausted this month after the Uchral government raised the increase for teachers’ pay to 50 percent. Under budget rules, the Ministry of Education and local education departments cannot transfer additional funds to schools until Parliament approves the revision. The delay has followed repeated failure to secure attendance for parliamentary sessions, with divisions within the ruling MPP and opposition demands cited in the reports.

Member of Parliament D. Enkhtuya presented her proposed Care Services Law at an event for older residents at the State Palace on September 28. She said Mongolia lacks a dedicated law governing the types, quality, workforce, financing, and users’ rights of care services, leaving access and quality uneven. The bill would establish a framework for professional care delivered at home, in communities, during the day, on a short-term basis, and through mobile services. It would cover older people, persons with disabilities, and people who temporarily or permanently lose working capacity. If adopted, the proposal would allow private providers and non-governmental organizations to formally provide care, rehabilitation, home-based, and day services alongside the state. Enkhtuya also said specialized programs on social participation, lifelong learning, digital literacy, arts, and sports are planned through local centers for older people in 2027.

Fuel Stocks Estimated at 10 to 11 Days as Imports Diversify
Published: 2026-09-28
The fuel rapid-response headquarters said national fuel reserves stood at about 11 days, while another report put the figure at 10 days. Reduced shipments from Russia have contributed to long queues and limited sales at some filling stations in Ulaanbaatar and the provinces. Over the previous 24 hours, 1,135 tonnes of AI-92 gasoline were delivered to 95 stations in the capital. The headquarters reported 7,680 tonnes in 128 rail tank cars nationwide. Mongolia has contracted 8,000 tonnes of AI-92 from China, with the first 10 tank cars unloaded in Ulaanbaatar. Reports differed on South Korean supply: one said businesses were allocating 12,000 tonnes available for delivery, while another described an 18,000-tonne agreement, with 8,000 tonnes being transported. Customs recorded 76,300 tonnes of fuel imports during September 21-27, mostly diesel, with 84 percent entering through Sukhbaatar border crossing.

Audit Flags MNT 21.1 Billion in Potential 2027 Budget Cuts
Published: 2026-09-28
State Auditor General S. Magnaisuren presented the audit opinion on the 2027 budget bill to parliament on September 26. The proposal forecasts MNT 41.28 trillion in balanced revenue, MNT 43.586 trillion in total expenditure and net lending, and a MNT 2.306 trillion deficit, equal to 2.0% of GDP. The audit found that the bill meets statutory fiscal-stability requirements, but warned that revenue relies heavily on mining and dividends from state-owned companies, exposing the budget to commodity-price and external-market swings. Planned spending would rise 32.2% year on year, including MNT 2.1 trillion for civil-service wages and base pensions. Auditors said MNT 21.1 billion of insufficiently justified or non-compliant spending could be reduced and questioned the reliability of investment-project assessments.

Fuel Task Force Asks Retailers to Suspend Voucher-Only Sales
Published: 2026-09-28
The emergency task force formed to address fuel-supply disruptions has asked businesses to suspend marketing practices that restrict sales to vouchers or their own customer cards while supplies remain disrupted nationwide. The task force said some retailers had used such arrangements but that several had stopped, and said available fuel should instead be sold according to demand. It stated that fuel imports are currently sufficient to supply the country, while calling on companies to set aside promotional mechanisms during the disruption. Mongolia also began work this year on fuel-storage capacity totaling 300,000 cubic meters. Officials aim to commission 150,000 cubic meters of that capacity by the end of 2026; a 16,000-cubic-meter tank entered service last week. The plan is intended to enable the country to accumulate three months of fuel reserves by 2028.

Inflation reached 12.5% in August, with meat prices contributing 4.1 percentage points. Carriers must comply with Section 5.2 of the MNS 4598:2025 standard on vehicle classification and general technical requirements during the period. Individuals and businesses that conduct overweight transport and cause damage to roads or road structures will be required to compensate for that damage under the relevant law.
