AI-92 Petrol Price Rises by MNT 200 per Liter

Fuel importers raised the retail price of AI-92 petrol by MNT 200 per liter to MNT 3,040, with the increase taking effect on August 14. Officials said the price council had not met before the adjustment. The increase follows supply talks in which AI-95 offers for August were reported at about MNT 5,600 per liter from China and about MNT 4,100 from Russia and South Korea. The Bank of Mongolia raised its policy rate by 0.5 percentage points to 12.5 percent on August 12 and increased banks’ togrog reserve requirement to 14.5 percent, citing July inflation of 13 percent. Restrictions on AI-92 petrol sales ended on August 15, allowing stations to sell fuel without the previous licence-plate and MNT 50,000-per-purchase limits from August 16. The emergency restrictions had been imposed by a rapid-response headquarters established under a prime ministerial order after disruptions to fuel supply. The Ministry of Industry and Mineral Resources said Mongolia had agreed with Russia to receive an additional 25,000 tonnes of AI-92 petrol and 5,000 tonnes of aviation fuel during August. According to the ministry, the additional AI-92 volume is intended to cover domestic consumption for the month and create some reserve stocks. The change ends the temporary sales cap and the sales-related plate restriction.

Even-Numbered Vehicles Allowed in Ulaanbaatar on August 16

Ulaanbaatar is enforcing an alternating licence-plate traffic restriction from August 15 through September 12 in connection with the approaching school year and the COP17 conference. On August 16, only vehicles whose registration plates end in an even number may travel between 07:00 and 21:00. Vehicles ending in odd numbers are permitted on August 15, 17, 19, 21, 23, 25, 27, 29 and 31, and on September 3, 5, 7, 9 and 11. Even-numbered vehicles may travel on August 16, 18, 20, 22, 24, 26, 28 and 30, and on September 2, 4, 6, 8, 10 and 12. The rule applies across Ulaanbaatar’s six central districts regardless of zoning.

Free Buses Introduced Near Naran Tuul and Dunjingarav for COP17

Ulaanbaatar will provide free short-route buses from 06:00 on August 17 as the UN Convention to Combat Desertification’s COP17 begins in the capital. The measure accompanies temporary closures of car parks at Dunjingarav shopping center and Naran Tuul market, intended to reduce road traffic during the conference, which is expected to host guests and delegates from 196 countries. Free services will run from Officers’ Palace through Naran Tuul to Dunjingarav shopping center, and between Dunjingarav shopping center and Naran Tuul market. The BE:10 route will also operate from Dunjingarav shopping center to the COP17 venue. The temporary arrangements affect drivers using the two commercial areas and provide public-transport alternatives while the conference is under way.

Police Investigate Alleged Intrusion at Oil Exploration Workers’ Camp

Sukhbaatar Province police are investigating an alleged unauthorized intrusion into accommodation for workers of Mongolia Foyson Energy, a company conducting oil exploration under a government decision in Matad soum, Dornod Province. Police said named individuals entered the temporary workers’ camp in the fifth bag of Sukhbaatar soum, Sukhbaatar Province, allegedly interfered with workers and property, behaved disorderly, livestreamed the incident and posted it online. The case was registered for investigation after reports alleged an attempt to stop exploration intended to supply a refinery being built in Altanshiree soum, Dornogovi Province. Minister of Industry and Mineral Resources G. Damdinyam said investors complying with Mongolian law should be enabled to work freely.

Dragon Intersection Underpass Work Set to Reopen Road Monday

Construction of an underpass near the Dragon shopping center intersection in Songinokhairkhan District’s 29th khoroo is scheduled to be completed by Monday, August 17, with road traffic expected to reopen afterward. The road has been made one-way while the work is under way. Nearby, repair work continues on Bayankhoshuu Street in the same khoroo, along the 21st residential area between SUU LLC and the Sodon residential complex. Both directions there have been closed since July 16 for excavation and installation of drainage pipes. That project had been scheduled to finish on July 25 but remains unfinished. The continuing work has caused daily congestion and travel disruption along the route.

River levels in several parts of Mongolia rose by 5 to 20 centimeters as of August 15, prompting a flood-safety warning for people traveling or camping near waterways. The Balj River at Dadal soum and the Ulz River at Bayan-Uul soum, both fed from the eastern side of the Khentii Mountains, recorded increases, as did the Sognogor and Tuul rivers flowing from the range’s western side. Schools Open September 1 as In-Person University Classes Start September 14

Kindergartens and general education schools nationwide will begin classes on September 1, according to the education minister. Registration and preparatory work for 70 central Ulaanbaatar schools and 60 kindergartens will be conducted online. Schools and kindergartens in the COP17 event area will also begin classes on September 1. In-person classes at vocational schools, polytechnic colleges, universities and colleges are scheduled to begin on September 14.
