The State Great Khural will convene an extraordinary session from September 7 to 14 to consider the government’s proposed 2026 budget amendment and related legislation, Speaker S. Byambatsogt said. The DP (Democratic Party) said it would ask the Constitutional Court to assess possible constitutional violations related to the proposed budget amendment and the 2027 draft budget. Prime Minister N. Uchral announced nine decisions linked to the 2027 budget, including plans to place Oyu Tolgoi dividends in individual savings accounts and make Erdenes Tavan Tolgoi an open company. The prime minister said citizens would decide through an E-Mongolia poll how Oyu Tolgoi dividends are used.

Montenegro’s President to Make First State Visit

Montenegro President Jakov Milatovic will make a state visit from September 8 to 10 at the invitation of President Ukhnaa Khurelsukh. The visit coincides with the 20th anniversary of diplomatic relations, established on November 30, 2006, and will be the first visit by a Montenegrin head of state. The presidents are scheduled to hold official talks on trade, the economy, investment, culture, education, science, climate change and environmental protection, then brief media representatives. They are also expected to sign a joint declaration and cooperation documents covering social and economic affairs, education, culture and science. Separately, Ambassador D. Munkhtur, Mongolia’s non-resident ambassador to Montenegro, presented credentials to Milatovic on September 3.

Vietnamese National Assembly Chairman to Visit September 9-11

Vietnam National Assembly Chairman Tran Thanh Man will make a state visit with his wife from September 9 to 11 at the invitation of Parliament Speaker S. Byambatsogt. Vietnamese media described the trip as important for strengthening interparliamentary cooperation and advancing bilateral relations. Mongolia and Vietnam established diplomatic relations in 1954 and elevated them to a Comprehensive Partnership in September 2024. Since then, the countries have expanded cooperation in politics, parliaments, the economy, trade and tourism. Bilateral trade exceeded $155 million in 2025, including more than $100 million in Vietnamese exports to Mongolia. Those exports include phones, electronic components, household appliances, processed food, rice, medicines, coffee, chicken and other consumer goods, while Vietnam imports selected agricultural products and manufacturing inputs from Mongolia.

Gashuunsukhait-Gantsmod Rail Link Targets 2027 Opening

Work on the track superstructure for the Gashuunsukhait-Gantsmod cross-border railway began on September 1. The project plans about 33.5 kilometers of parallel track, combining Mongolia’s 1,520-mm broad gauge with China’s 1,435-mm narrow gauge. Construction officially began in May 2025. Foundation piles, lower crossbeams and pier bodies for the rail bridge have been completed. All bridge girders are scheduled for installation in October, and workers plan to complete track installation by the end of 2026. The railway will link Mongolia’s Gashuunsukhait border crossing with China’s Gantsmod port of entry. The two sides plan to complete construction and commission it in 2027. It will be the second cross-border rail connection between Mongolia and China, after the Zamiin-Uud-Erenhot route opened in 1956.

Dambadarjaa Heating Plant Reaches 70% Construction Completion

Construction of the 63-MW Dambadarjaa heating plant has reached 70% completion, according to Ulaanbaatar city officials. The plant is intended to meet growing heat demand in the Dambadarjaa and Selbe subcenters as new consumers are connected. Installation continues on the main building and equipment for three boilers, metal structures, a coal storage facility, conveyor belt, bag filter, chimney and supporting facilities. China Second Metallurgical Group Corporation is the general contractor, with 150 engineers and technical staff working on site. Once fully commissioned, the plant is expected to provide reliable heating to about 5,000 households in the two subcenters and add capacity during winter peak demand. The Asian Development Bank and the city administration are implementing the project.

Coal Haulers Seek Lower Tolls and Repairs on Tavan Tolgoi-Khangi Route

Coal transport drivers using the Tavan Tolgoi-Khangi-Mandal road have asked the government to reduce tolls and improve repairs and safety on the route. At a September 5 meeting with Minister of Roads and Transport B. Delgersaikhan, representatives said a round trip from Tsgogttsetsii to Khangi covers about 900 km and carries tolls of MNT 1.2-1.3 million per trip. They cited road damage, subsidence and cracking that increase vehicle damage and create safety risks. They also cited diesel, vehicle damage and spare-parts prices as cost pressures. The ministry said it is directing action on road quality, maintenance and safety, and the construction company indicated that needed repairs could be completed by September 30, 2026. Toll changes fall under the concession agreement overseen by the Ministry of Economy and Development.

Ulaanbaatar Sets September 12-13 for Kindergarten Registration Results

Ulaanbaatar’s second-stage online registration for municipal kindergarten places will close at 23:59 on September 11. Parents and guardians will be notified of the results on September 12 and 13. Applications must be submitted through the E-Mongolia application. The second registration round is open to children with temporary residential addresses and to children whose families missed the first-stage enrollment process. The announcement provides a further opportunity for eligible families seeking places in the city’s public kindergarten system after the initial registration round. The Metropolitan Education Department is the source of the enrollment information. Applicants should complete their E-Mongolia submission before the deadline to be included in this round.

Air-Quality Monitoring Network Installed in Ulaanbaatar and 21 Provincial Centers

Automatic air-quality monitoring stations have been installed in Ulaanbaatar and the centers of 21 provinces through a 2023-26 project funded by an $8.9 million grant. Mongolia’s Ministry of Environment and Climate Change carried out the project with South Korea’s Ministry of Environment and Korea Environment Corporation. The stations can continuously measure sulfur dioxide, nitrogen oxides, PM2.5 and PM10 particles, ozone, carbon monoxide, and meteorological indicators. Real-time measurement data are available at agaar.gov.mn. The ministry said the project makes air-quality forecasts available to residents, whereas it previously analyzed only weather conditions. The installations cover Ulaanbaatar and the 21 provincial centers. Residents can view pollution readings in real time through the public website and receive air-quality forecasts.

Heavy Rain and Strong Winds Forecast for Southern and Eastern Provinces

Heavy rain, thunderstorms and strong winds are forecast for Umnugovi, Dornogovi and southern Dornod on September 6, prompting warnings of lightning, hail, wind gusts and flash flooding. Rainfall of 0.0-15.0 mm is forecast for most soums of Umnugovi and Dornogovi and southern soums of Dornod. Some parts of Sukhbaatar, Khuvsgul, Arkhangai, Bulgan, Tuv, Dundgovi and Khentii may receive light rain. Wet snow is expected in the Khuvsgul Mountains. Winds may reach 14-16 meters per second across the Gobi, steppe and open plains. Ulaanbaatar is forecast to be dry during the day, with northwesterly winds and temperatures of 14-16 C. A broader outlook projects cooler conditions in eastern areas through September 14.
